Roswell residents who play tennis at East Roswell Park or basketball at Hembree Park's Green Gymnasium are a council vote away from major facility upgrades worth a combined $419,266.
The city's Committees of Council unanimously advanced three contracts on Tuesday, July 28, sending them to the full Mayor and Council for final approval on Monday, August 10 at 7 p.m.
The largest single contract, $197,760, goes to Georgia-based Signature Tennis to replace all four courts (Courts 1–4) at East Roswell Park. The same contractor converted two tennis courts at Crabapple Center into six pickleball courts last year under a $172,500 deal approved in October 2025.
Two contracts cover the Hembree Park Green Gymnasium overhaul. Covington Flooring Company will replace the gym court floor for $117,027, and Southeastern Surfaces and Equipment will install new basketball goals and bleachers for $104,478.78.
Steven Malone, the city's director of Recreation, Parks, Historic & Cultural Affairs, presented all three items during the 34-minute meeting in City Hall Room 220, according to the committee's draft minutes.
Broader renovation at Hembree Park
The gymnasium work is part of a larger renovation that the city's capital project list showed in "planning" status with a target completion of December 2026, as of a July 9 Recreation Commission update. The full scope includes a new basketball court surface, ADA-compliant bleachers, LED lights, wall pads, and new interior paint.
Hembree Park, a 35-acre facility on Hembree Road with six baseball fields, a recreation center, and walking paths, was deliberately excluded from the citywide LED lighting upgrade approved in November 2025 because the park was slated for a complete remodel this year.
Field revitalization at Hembree ranked as the No. 3 investment priority among residents surveyed for the city's 2022 parks master plan. Voters approved $179.6 million in general obligation bonds that same November to fund parks, recreation, and other capital projects citywide.
East Roswell Park investment continues
East Roswell Park, a 40-acre facility open since the early 1990s, has received roughly $4.8 million in improvements since 2023, including earlier tennis court upgrades and stormwater work, according to the city's park project page. The new $197,760 contract covers the remaining four courts.
How the vote went
Five councilmembers were present: Sarah Beeson, Christine Hall, Chris Zack, Jennifer Phillippi, and Eren Brumley. All votes were unanimous. Mayor Robichaux and Councilmember Allen Sells were absent.
Beeson moved the East Roswell tennis contract, seconded by Zack. Phillippi moved both Hembree Park contracts, also seconded by Zack.
