Roswell's Committees of Council approved more than $8.5 million in contracts and applications Tuesday, July 28, covering transportation infrastructure, a police firing range overhaul, park upgrades, and HVAC replacements at City Hall and Public Safety Headquarters.

The biggest item was a resolution authorizing the city to apply for a $3 million low-interest loan and a $1.5 million grant from the Georgia Transportation Infrastructure Bank for the Green Street Mobility project, according to the meeting agenda. That project will connect the city's bond-funded parking deck on Alpharetta Street to the Canton Street business district with improved pedestrian infrastructure in the Historic District. Roswell has already committed $800,000 for engineering and right-of-way work, and in March 2026 the committee approved a $3.1 million construction contract amendment with Winter Construction. The GTIB application is due Friday, Aug. 21, with awards expected in December 2026.

The committee also authorized up to $1.25 million for right-of-way acquisition on the Pine Grove Road Phase 1A project, which will build a roundabout at North Coleman Road and Pine Grove Road and an 8- to 10-foot multi-use trail extending to Mimosa Boulevard. The city must acquire easements from 15 property owners. Funding comes from the TSPLOST 2 sales tax approved by Fulton County voters in November 2021; Mayor and Council greenlit the corridor concept in October 2024.

For public safety, Police Chief James W. Conroy presented a $1.1 million contract with Range Systems to retrofit the 911 Center firing range. The scope is extensive. The work replaces bullet traps in all three bays, adds overhead baffles, and installs electro-mechanical 360-degree turning targets. With a 10% contingency, total budget authorization reaches $1.22 million, funded through the city's Public Facilities Authority and impact fee accounts. Three vendors bid on the project; the price spread was less than 10%.

Parks Director Steven Malone brought forward three contracts: $197,760 to Signature Tennis for replacing courts 1–4 at East Roswell Park, $117,027 to Covington Flooring for the Hembree Park Green Gymnasium court, and $104,479 to Southeastern Surfaces and Equipment for new basketball goals and bleachers at the same gym.

Environmental/Public Works Director Brian Watson presented five HVAC contracts totaling roughly $1.53 million. Chastain Plumbing Heating and Cooling will replace three rooftop units at Public Safety Headquarters for $373,235. At City Hall, Comfort Systems will install new air-handling units for up to $727,000, and Trane Technologies will handle controls upgrades for $432,822.

The Tuesday session was a Committees of Council meeting presided over by Mayor Mary Robichaux. The committee advances items before final Mayor and Council action; individual vote counts were not recorded in the published agenda. The items are expected to go before the full Mayor and Council as early as Monday, Aug. 10.
