The Green Street Mobility project, which failed to advance at a Roswell committee meeting in late July, goes before the full City Council on Monday, Aug. 10, for a vote on $4.5 million in state funding.

The resolution asks the council to authorize applications for a $3 million low-interest loan and a $1.5 million grant from the Georgia Transportation Infrastructure Bank, administered by the State Road and Tollway Authority, according to the council agenda packet. Loan terms: 10 years at 3.04% interest.

The project will add a brick-paved multi-use trail along Green Street connecting the city's new 395-space parking deck at GA Highway 9 to Woodstock Park, converting the street to one-way southbound traffic. Green Street has been closed from Cherry Way to Alpharetta Street since early May for construction and is expected to reopen this fall.

At the July 28 Committees of Council meeting, the same resolution failed to advance after no councilmember seconded it, according to Appen Media. Transportation director Andy Phlegar is listed as the staff presenter for Monday's vote.

The council unanimously approved a $3.1 million construction contract with Winter Construction for the project in March. The state funding application would supplement that work. The city has already allocated $800,000 for engineering and right-of-way phases.

The project is part of a broader downtown revitalization effort that includes the parking deck and the Hillrose Market mixed-use development, linking the deck to the Canton Street business district and Woodstock Park.

"We understand how important convenient parking is for our downtown businesses, employees, and visitors," Mayor Mary Robichaux said in April when the city announced free parking at the new deck during the Green Street closure.

The Monday agenda also includes $1.2 million for right-of-way acquisition for the Pine Grove Phase 1A roundabout at North Coleman Road and Pine Grove Road, a $1.1 million contract with Range Systems for 911 firing-range improvements, and more than $1.5 million in HVAC contracts for City Hall and Public Safety Headquarters.

The council meets at 7 p.m. at City Hall, 38 Hill St. Applications for the state program are due Aug. 21, with awards expected in December.
